VATICAN CITY (AP) - Pope John Paul II says President Clinton has a good idea - to use [Roman Catholic] clergymen and other [Roman Catholic] church resources to identify humanitarian aid needs in war and famine zones.

Clinton made the proposal last month, saying reports from [Roman Catholic] clergy and [Roman Catholic] church-backed aid groups could better determine what type of food, medicine and other relief items were needed.

The pope's response was included in a letter Monday to [Jesuit educated] Clinton from Raymond Flynn, the U.S. ambassador to the Vatican. The letter was obtained by The Associated Press.

Flynn wrote that the pontiff "hoped there would be important opportunities to coordinate our efforts to better serve victims of disease, war and natural disasters."

In his annual address to Vatican diplomats on Monday, the pope referred to the world's many trouble spots -- including smoldering conflicts in Rwanda and other African nations and the slayings of Roman Catholic clergymen and others by Muslim extremists in Algeria.

He called the Bosnian war the "shipwreck of the whole of Europe," and called for negotiations to end it and the fighting in the secessionist Chechnya region of southern Russia.

The pope's acceptance of Clinton's suggestion could help smooth relations between the Vatican and the Clinton administration, strained by confrontations over birth control and abortion.

It could also win Clinton points with the new new Republican-led Congress which has promised to cut some foreign aid programs and closely scrutinize U.S. relief commitments.
